Winterberry: Is this a disease (pic)?

I planted this shrub right around Father's Day and recently the leaves have been getting this stuff on them. Thoughts?

Looks like environmental stress. Is the original rootball moist, dry or wet?

Hi Jean,
The rootball is wet. I've watered it well and we've had tons of rain here since I planted it.

Perhaps that's the problem.

Will too much rain kill the plant or can I assume it will get better once the rains stop?
