strange growth on my grape vine.

My grapevine has this strange growth all over the leaves. They look like grapes growing on the leaves. and there is a little white residue on the back, the leaves completely roll closed. I have posted a picture of it. Growths seem to be more on the newer leaves. has anyone seen this before or knows what it is?

Uh oh, may be Grape Phylloxera, Daktulosphaira vitifoliae. If so. bad news
