Major ant and aphid problem

For quite awhile now (years) my front entrance garden (mainly used for flowers and ornamental plants) have been victim to several or maybe just one large ant colony. I'm not sure where it is, but the dirt is always crawling with ants. It has been like this since my grandparents were planting. I have now decided to combat this. I have realized that the poppy plants are a major aphid target. Should I remove the plants that are attacked by aphids? Should I completely wipe out the soil and destroy the ant colony? If not what solutions are there?

Aphids can be a problem but they are fairly easily controlled with a sharp spray of water to knock them off the plants they are on.
The Ants are not that much of a problem and usually do not require control unless they are coming in the house.
