I dont know what this is!

This sprang up relatively quickly id say over night and through a full day. I dont know what the fuzzy stringy white ball is and all the little white bugs on the soil. I did a search and I found multiple "maybes". Please any help with Identification and is it bad. The plants are Moruga Scorpion pepper plants and have been outside since April.

Cool! That's called (get this)....the Mealybug Destroyer, the larvae of one of the many ladybug species. You lucky duck! Both these larvae and the adults predate on a variety of soft bodied insects.

Don't know what those little white things are. What do they do?

so far the little white bugs on the soil just kind of sit there, they are not really crawling around much. I picked one up and its just so tiny with legs and antenna. Cant tell if it has wings yet but so far that's it.

Google springtail larvae and see if that's a match for you. I'm thinking that it might be.
