Dying manzanita leaves

I have some manzanita "Howard McMinn" planted about a year ago. I've just noticed that the older leaves, closer to the main stems are turning yellow with some patchy material (not sooty-seems firmly attached). The new growth looks fine. Can't find any cankers on the stems.

Can anyone help me identify what this is?
