Mystery 'Damage'/Bird or Insect???

The photos show bloom stems w/the tips being 'nipped' on my Prairie Dock & Compass plant. Last year we saw this same thing on our Cup plants and other sunflowers...I cant tell what PEST is doing this! I never get to see the blooms on our sunflowers.....what's going on????
