couple more pictures after a small investigation.
I am able to peel off most of the black spots very easily. Almost like scales.
I also took a closer picture of the plastic list substance that is covering some of the leaves.

these are the types of trees that the black stuff is on:
meyer lemon, key lime, cherimoya, lychee, peach, orange, bloo orange.

have you sprayed the plants at all this season ... you cant grow fruit successfully w/o such

I can post in another forum, but wanted to try here first. Any suggestions on how to fix the issue?

I haven't sprayed and do not know what to spray. Sorry, I'm a big amateur.
