Whiteflies, tiny cysts/globules, and egg sacs?

I've been battling some pests in my kale and radishes that I think are whiteflies, and have found dozens of tiny cysts or globules in the kale leaves that I hope someone can help me identify and manage.

Here are the facts:
- I've got a tiny container vegetable garden on my apartment balcony in Vancouver, BC, Canada. I'm growing radishes, kale, bush beans, carrots, and hot peppers.
- The flies only seem to be damaging the radishes (their leaves became as limp as tissue paper), all the other plants seem fine.
- The kale plants started getting white patches under their leaves, which I though was a fungus. On *very* close inspection they look like egg sacs (see close-up photos).
- I thought the insects were whiteflies because of what they looked like and the effect they were having on the radish leaf turgidity, but these egg sacs don't look like any photos of whitefly eggs I've seen. You can see the flies in one of my photos of the egg sacs.
- I'm finding tiny cysts/globules in the kale leaves. They don't seem to be eggs, because they are right inside and visible from both sides of the leaf and they can't be scraped off. I thought they were damage from the flies, but I'm also worried they're mines from some other insect.

I've removed the leaves with egg sacs/patches, and then isolated the affected plants and squashed all the flies. I haven't seen any for a few days.

Now I just want to know what I can do about these little globules. Does anyone have any idea what they are, and if they're related to the flies? Should I remove the affected leaves? Do I actually have whiteflies or are they something else?
