Since we're not going to get any help with the plant identification, I'm not able to narrow it down further than these are very young instars of the larvae of moths or butterflies (caterpillars) or of one of the sawflies. Young larvae can be difficult to identify as they change their appearance pretty dramatically as they move through instars (shed their skin to grow).

Knowing the identity of the host plant can often (but not always) help narrow down the pest.

Hi rhizo! Sorry I never got the email that you had responded and I was at work late last night. The plant is an esperanza shrub . I was wanting to try and identify what is was in case it was something that would cause a problem but don't want to kill something that is beneficial. Thanks for your help!
