Difficult to tell but those could be mealy bugs, maybe Cottony Scale, maybe some insects eggs. Short of proper identification you could try knocking them off with a sharp spray of water. I use a 1 quart bottle sprayer that does a good job.

They get dislodged with jet but not mist, it happened while the plant was inside.

Scale. Try dabbing or spritzing with rubbing alcohol.
