Wisteria has yellow spots with rust centers

Every year I have the same problem with my wisteria. It comes out with beautiful green leaves and then about mid summer they get yellow spots with rust colored centers. I also think it might have chlorosis. Could someone please help me figure out what it is and how to treat it?
