Who is eating the seedlings?

First I saw all the young seedlings' top ripped off by something. Now the bean leaves seem to be disappearing. Something is attacking only the seedlings (2-3 inch plants seem to be fine).
I thought it could be slugs but i put some snail and slug bait to take care of it. Could it be birds?
Please help!
