what is this shiny lil fly?

I see these guys all over my pepper plants, they're very hard to get a good picture, they fly away when you get anywhere near them. they're extremely shiny, almost iridescent. on the same plant I'll see them in green, bright blue, orange, and red. are they friends or foes?

in case the pictures aren't clear, they have black stripes on their abdomen like a wasp.

Those are beneficial insects, called the Long Legged Fly. The adults are predaceous on other small arthropods. They're like little jewels, aren't they?
