Rabbits and mallows

I had some mallows and sidalcea that were growing beautifully, and just as they were about the bloom, something came along and chopped them off. It ate the mallows, but left the sidalcea blossoms just lying on the ground. We have billions of rabbits in this area, and I've never had trouble with them before, but I suspect that it was marauding bunnies. I can't fence the plants; they're in a front garden and the fence or chicken wire would look so bad that it wouldn't matter if I had gorgeous mallows behind it. I've been spraying the stubs with capsaicin, but since this is a case of locking the barn door after the horse was stolen, would this have worked if I'd gotten the jump on the little fuzzbutts? If not, what does work?
