Please Help I.D. Our Swarm!

Hi everyone,

In the last few days, we have been overwhelmed by clouds of small, tan colored flying bugs. I have spent all day trying to figure out what these are!

These six-legged insects are about 1/4" in length. Some have feathery extensions from their heads, others do not (male/female?). Their wings appear to be clear. Their eyes are flat black slits, not round.

They are everywhere including our bushes, ferns, patio umbrella, patio furniture, oak and olive trees, etc. They are not on the lawn though. They are very skiddish. Coming anywhere close to them makes them fly off for brief seconds, only to land again. They fly up your nose, in your ears, your eyes, etc. They are very active both day and night, being most active in the heat of the day. They did not respond to multiple applications of Permethrin.

Any help identifying them would be appreciated. We lost all use of our beautiful backyard! Thanks everyone!
