Worms on Cuke leaves and something on my Jap leaves?

Ok so here we go. I have a Jalapeno plant that is producing 2-3" Japs but I have noticed a tone of little black ants that seem to be feeding on these what look like eggs on the underside of some of the leaves. See Pic 1.

Can anyone identify what this is and how to get rid of it?

My other issue is I have 2 new young cucumber plants and these little green worms are eating my leaves. From research it appears they are some sort of moth larva/ worm. Can anyone confirm this? See pic 2 and 3

I have treated both the above plants with Neem oil and it does not appear to work much.

I live in Tampa, FL and both plants are in a raised garden bed that is covered.
