Diseased Tree and Infestation

A while ago, my tree started turning black, and the bark started flaking. On the upper branches, white spots appeared. Just recently, i was looking at the tree and i noticed that it was covered with some sort of bug (pictures attached). I believe this bug is in its pupae state, as it does not move, even when i touch it. However, when prodded with a stick, it emits a buzzing noise. I sprayed it with medicine, but i am not sure if it will work. Is this a serious problem and do i need to call a professional? Thank you in advance
