Aphids on plants from seed.

I've got an indoor garden in San Francisco, and one year I brought in a basil plant that I bought from trader joes. Few week later, there were aphids on everything. I tried killing them with a water/dish soap/vinegar mixture, but was near-impossible to get them all. Anyways, my plants eventually died and I didn't replant for a year.

A year later, I started new basil and lettuce (from seed) in the same soil, assuming that the aphids couldn't live without food for a year, but I guess I was wrong...? What gives? Can aphids /eggs/larvae lie dormant in the soil for a year without anything living to munch on?
