small grayish black bugs in potting soil

There are small grayish black bugs in the soil of my potted porch basil plant. What are these little things? I looked at posts about fungus gnats, but I do not think that is what they are as they do not fly nor have I seen larvae. Furthermore, I live in Arizona and left my plant unattended for about a week. So, my soil was completely dry (and my plant rather scorched), but the critters were still there. Any ideas as to what this could be and what to do about it?

Difficult to identify something without seeing it. Your best way to identify these would be to take some, in a sealed plastic bag, to your local office of your University of Arizona Cooperative Extension Service
