Is this caterpillar a pest?

Noob here. Found this in the soil near my hydrangeas. Is it a friend or foe? Could this be what is leaving holes in my hydrangea leaves?
I keep trying to ID the pest that is responsible for that and I haven't actually seen anything on the leaves (that is except for the spider mite INFESTATION I am currently battling). Other things in the soil were earwigs and some spiders. At first I thought snails were the culprit but I've been using Sluggo and still see holes pretty often.
Sorry that this sort of deviated from my original question but I figured it was related :)
