The flowers have botrytis, the common name of gray mold. From excess moisture.

The first set of bugs are aphids. Either squish or wash off.

Uncertain what the dark bugs are.

Ahhh, the gray mold makes perfect sense. We are in the rainy season here with tons of humidity. Planning to release some ladybugs so hopefully that will control the aphids. Thanks so much for your help.

Ladybugs are genetically programmed to fly away when long days and warm temps arrive.

Instead, squish, wash off, or use direct hits of insecticidal soap diluted according to label directions.

As for the little unidentied bugs, they are almos certainly parasitic wasps of some sort. But, it's impossible to tell which type from the picture. Here are some pictures that help make a fun guessing game out of it. :)

I was hoping they were parasitic wasps. They should keep the aphids under control, huh? I was worried they were winged aphids.

Well, depends if they specialize on aphids. Can't say that for certain until we know who they are.

Well.....It's tough to say from the pictures, but it looks to me at least like each little bug has two sets of wings, which would take them out of the order diptera, which is the order that midges are in. Besides, they don't really look much at all like this:

I'm still sticking with a predacious wasp of some sort. If I actually had one in hand I could maybe throw it under the scope and take a good stab at it. However, with just the picture, there are probably folks out there who could nail it down but I'm not one of those folks.
And like Jean001 says, they'll only go after aphids if that's their thing. Parasitic wasps are pretty host specific and most don't go after aphids. Brachonid wasps (and even then, only those in the sub family aphidiinae, I believe) are the only ones that come to mind.

i have also read where you can take some yellow construction paper and put a thin layer of vasaline on it and place it on a stick by the hibiscus. the aphids or white flies are attracted to the yellow and get stuck to the vasaline. I hav ent personally tried it. Usually when i water i spray the leaves off real good and spray from time to time with the insecticide soap like somebody else recommended
