Bugs on Butterfly bush (w/pic)

I bought and planted a butterfly bush in April of this year. It has done very well and is about 3 feet tall now. I have noticed the lower leaves close to the ground turning yellow and some have brown spots. Other leaves all over it have holes chewed through them. Some are pretty bad. I have seen ants, a few earwigs, and TONS of a different bug but I'm not sure what it is. I don't know which bug is chewing the holes. I have sprayed it with neem oil and it didn't effect any of the bugs chewing on it. There are still probably 50 of them on it today. I also have these bugs all over my raspberry plants, early girl, and sweet 100 tomatoes. Can someone identify this bug for me, so I can find out if its doing the damage or if it's something else. Also, is this bad for my raspberries and tomatoes?
