Corn earworms or tomato fruitworms are the larva of a moth so elimination is probably not possible. One really old control was mineral oil dripped into infected ears, but that gets very labor intensive. Very few insecticides are effective since the moths come and go and applications may not be done when they are present and more may come around after spraying.
Encouraging the predators to hang around can help, but that means not spraying broad spectrum poisons. Bacillus thuringiensis - Kurstaki can help but nust be used at the right time in the larvas development. Spinosad is somewhat effective when use appropriately.
One method very seldom seen is to cover the developing ears in some way to prevent the moths from laying eggs that become the larva which will invade those ears.

This is a picture of Corn Worm Beetles on a Strube's Stink Bug Trap from Illanois. Turns out they are highly attracted to light and scent. Here is Strube's website www.stinkbugtrapsonline.com
