Perhaps a type of bagworm. That snail could also be contributing to the damage.

I think you're right - they might be bagworms. I Googled and found http://www2.ca.uky.edu/entomology/entfacts/ef440.asp there's a picture there that seems to be a match.

Given how much damage they have caused my plant, perhaps I should control them.
