tiny, tiny white bugs in lawn

Hello all,
I have been doing a lot of googling about the tiny white bugs I have in my lawn. They seem to fly up only when the lawn is disrupted. My research has led me to believe that they are webworms, however I don't see the webs and the bugs are also way smaller than any posting I've seen about webworms. They are the size of a pinpoint, like flecks of dust almost. I can't get a good look at them at all. Some of the things I've read said to dig in your turf to look for caterpillars.. I haven't found them (prob wrong season?) but I have found what looks to be tiny white shells- they almost look like snail shells. They are hollow. Any thoughts?
