Small white bug, not mealybugs

Hello,

I have noticed these bugs off and no during the summer, always 1 or 2. Today there is 50+ of them on our boxwoods. Mainly in the soil around them. They are in containers on a balcony 2 stories up. Any idea what they are, and if they are a danger to the plants, how to get ride of them?

They are probably 2mm long

i call them wooly aphids

in my MI.. weather will be taking care of them soon enough...

Can't tell from the image whether it's a wooly aphid or one of the plant hopper nymphs. Some of those are fluffy, too. Do you happen to know what kinds of trees are in the vicinity?

There are large amounts of bradford pear and oak trees, all of which i think are post oaks.

When I was out today, i looked around some. There are also 4 red maple, and about 5 pines, not sure what species. Looks like virginia pine.
