It's a little difficult to see detail, but here goes with my guesstimates.

Picture 1 is an anthurium. Most likely the white stuff is mealybugs. Peridodic sprays with alcohol will help.

Pictures 2 & 3 shows small around spots in the white margins of the leaves. If you're using tap water, I suspect fluoride toxicity.

The final picture -- not a cactus but a succulent euphorbia -- has a raging case of scale, an insect which is very difficult to manage on succulent plants. Your best bet is to discard and replace.
