is it a plant desease?

I have a plant that is growing a lot and look very healthy from the top however i noticed that half of it under the leaves, white marks, kind of gluish have strted developing. I cut out a lot of stems so that I remove most of them but still there are some remaining with it and its a pity to cut it all off when many new leaves are growing. What is causing this? and what should i do to stop it? is it dying? thanks

We need to see much more of the plant to be able to ID it. And we need to have a picture of the problem that is in focus! Is this an indoor or outdoor plant?

Perhaps a camellia? Also perhaps cottony scale?

But just guessing because need focused image, please.
