Big Fat Flies all over yard long beans!?!?

Ok, searched over the internet searched here and can't seem to find anyone with the same problem. I have some yard long beans growing on a chain link fence and they were doing wonderful and producing like crazy. All of a sudden these big fat black flies showed up and are hanging out in clumps around the flowers and the top of the beans. Now my beans don't seem to get to maturity before shriveling up! I went to my feed store and they gave me some kind of liquid that is made from cedar. I sprayed this weekend and haven't seen a huge difference. Anyone else have any suggestions?

Any outbreak of tent caterpillars in your area? I can't speak for zone 9, but here the population of Friendly Flies explodes following a tent caterpillar invasion. You may have a similar fly-pest relationship.
