Can you provide a large photo of the overall plant? That might lead to a proper ID but off the cuff, I'd say those spots are lenticels. Lenticels are like pores that appear on the older bark tissue of many plants and allow gas exchange (transpiration) to the interior tissue.

If we can confirm, they are completely natural and perfectly harmless.

That is a China Doll plant, Radermachera sinica, and those marks ARE lenticles and perfectly normal.

If it's been outdoors, be sure to check for any other hitchhiking pests but the plant looks fine.

start by IDing ... then determining what is normal.. then move on from there ...
