Difficult to see detail to know for certain. Any chance of a closer view?

the hot house plants are going down fast in all but the warmest zones in the US ...

if you are north of the mason dixon line... and your brownish plants look like they are already cold damaged.. your plant is highly stressed .. and bugs attack such ...

then the only treatment.. would be to throw them away ... IMHO ...

unless you show us more of the plant... since you are going out there anyway ...

Ken, I am in Phoenix AZ, plant in the picture is laying on the ground, and yes we are throwing them away... We have had an unsuccessful try at tomatoes this year, we will try again next year in February.... I am curious to know about what those little white cottonball like things... Any idea?

As jean says, we really need an improved picture. There are several possibilities. None of which are eggs, in my opinion.
