Do those spots get larger or do they stay the same size? Spots that are caused by plant diseases tend to grow in size while spots caused by insects tend to stay the same size.

Not insects, nor a disease. Those are "burns" from touching the lights.

They are LED lights, and the lower leaves did not touch or come near the lights but have spots, and the lights are warm to the touch, so it's definitely not heat. I guess it could be too much light if that's what you mean? i.e. light radiation burn? The leaves are a little bleached.

All that said, I moved the lights up about 8 inches and the leaves continue to spot, so this is making me doubt the too much light diagnosis. Will try move them further and see.

Any other ideas in the mean time would be appreciated.

Yeah, it does look like that... problem is though I've stopped using everything, and it continues to spread.
Ordered some fungicide, will try that, don't have a clue what the problem is.

ryanonthebeach, so, this single plant is showing this symptom. Does it share the same nutrient solution with other plants that do not show the same symptoms? If so we can rule out nutrition although in photographs 3&6, the leaves look greener than the rest.
I take it that the white 'specks' have been explained. My first reaction was "soft scale"; but in photograph 6, up near your thumb, some of the 'specks' appear to have a doughnut rather than a solid shape. I have not seen that before and would be very interested if it is something significant.
As for the main symptom, I believe that it is the result of a "one-off" occurence because the blotches appear to be quite aged and have not beem coalescing.
But why this plant only? I agree with ken adrian that it is a liquid splash; compounded with heat from the grow light. That the topmost (lopped off) leaves were most affected persuades me.
