Congos fly better pic costa rica

Here's a better pic I hope. About the size of a housefly. They eat citrus leaves, bananas, even tree bark they take small bites and it leaves black spots. Would prefer an organic solution if possible. My worst pest here in costa rica.

Looks like a Hymenoptera (wasp & bee group) as has already been suggested.

Any chance of obtaining its technical name? Perhaps from your local agricultural authority/agency?

Likely the agency would also have management suggestions.
