Grafting and other questions

I have 3 questions:

1. When is the best time to graft Plumeria?
2. When do you start fertilizing?
3. In fall some of the branches turn black and hard and then you can break them off... what is the cause of this?

I am in So. Cal.

1. late spring
2. now
3. black tip- damp and cold tips probably in winter.

Best to start fertilizing as soon as the first 3 or 4 leaves begin to emerge from your dormant Plumeria. If it is still dormant, or does not have leaves you are wasting your fertilizer. There are some great tips on fertilizing and other Plumeria care in the link below.
