In your area I would imagine now would be an ideal time.

I'm further south - Cape Coral - but here folks just stick the cutting in the ground and let it root where they want it. It works just fine, but we don't get frost in the winter (or rarely do) and rarely get temperatures in the 30s at all.

Now any special plants, I would root in a pot and then transplant in April or May. I have plunked sticks in a pot outside in January and had them do just fine.

Since they are newly rooted I would wait until next year to plant in the ground. That way you can observe and move the containers around to find the best place for them.
