I've had powdery looking critters under my leafs before. I would brush them off with my fingers & squish them.....lol. I got some kind of spray, I forget what it was......copper soap or something. Did the trick.

HI looks like Powdery Mildew or Mealy Bugs to me.

I use Bayer 3 & 1 spray . Fungicide , kills mites and other insects I posted a link below for you. It is easy to find at Big Box stores!!!

You could always wipe off the excess and apply some isopropyl alcohol on a Q tip apply to the area that will help.
