Plumeria Cuttings

Hi,

I have been told the certain cuttings will not produce blooms. For example, if I took a cutting of a seedling that has never bloomed, I would never get blooms, because it doesn't have the blooming hormone. Is this true?

If so, here's my next question. If the plumeria itself has clearly bloomed, does that mean the blooming hormone goes throughout the entire plant, or only on those particular branches. For example, I have a plumeria that was given to me, which sometime in the past, clearly bloomed. That bloom produced 3 branches. However, there are two other branches on it that don't look like they were formed from blooms. Could I take a cutting of those branches and still get blooms? It looks like it has been a couple of years or more since the plant has bloomed.
