Is this black tip?

Okay, bear with me since I'm a total newbie... I just got some cuttings in the mail today (a few tips broke off but they were cheap) and the seller included a freebie "Scott Pratt" but the tips look a little dark and undefined. Is this black tip? Is it worth trying to root? Should I cut a tip off a little to inspect? I'm new to rooting cuttings so that's why I bought a celadine and yellow to root... Advice would be greatly appreciated....
I may stick to Fuzzys rooted cuttings since they've all arrived pristine and potted up and are all starting to leaf out... Live and learn, that's why I've got seeds and all directions starting here!

Strictly looking at the second pic, it just looks like a tip that hasn't woken up yet. Should be OK.

No that is not black tip. The tip appears to have some black mold on it. It will be OK.

I'm no expert either but I think it looks fine. Like DelWH said, I think it just didnt wake up yet.

Okay guys, thanks for the vote of confidence on behalf of the plant! I'll let it sit a little longer and then pot it to give it a chance. The tips just didn't have little leaves or claws like the other ones do.

I'm not sure what's going on, but, in my opinion, cheap or not, there is no excuse for that many broken tips unless the USPS just completely demolished the package. Sorry, maybe I'm just in a bad mood but I would not be a happy customer.

I think an email would be in order.

But... I'm glad you do not have any black tip. :)

USPS did kind of crush the box... They weren't packed well though... I'm not worried one way or another though... I would be if there was great expense involved...
