Six Foot tree with rot at soil line

This tree never fully leafed out spring of 2009 and this year is doing the same so pulled the drat nasturiums from around it and found soft line of rot at the soil line halfway around the trunk. Also noticed that the soil was about two inches lower than it used to be. Can I do anything to save this tree? Dig it up? Treat it with something? Scrape out the rot and fill with something?
I am in Southern California.

cut out the rot and dry it out. if the plant rots through the stem, cut above the rot, let dry a week and re-start as a large cutting in a cut off plastic water bottle.
