My Plumeria leaves are yellow every year!

Hello, I have 2 plumerias approx 3 years. One plumeria gets shade until noon and leaves are so green. It's starting to get lots of pretty yellow flowers. The other plumeria gets full sun until about 3pm. It's leaves are kind of yellow. They aren't falling off though. I went through the same questioning myself last year. It has grown lots of new leaves and spread out well, but it isn't flowering yet. It has pretty fushia flowers every year. I seem to worry about this plumeria and it's leaves every year because I compare it to the other plumerias dark green leaves. Someone mentioned that the leaves are more yellow because it gets full sun, and the other is shaded...is this true? Please help! I feed them both the same. I do water the one in the full sun a bit more because of the desert heat.
