wrap them up in a few pieces of paper like your mailing a 5 page letter. goes fine as a letter. did it one time with a bunch of seeds taped to the middle of the inside.

There are all kinds of laws about shipping plant material around both inside and outside the country. They vary not only from country to country but also from state to state inside the US. There should be a British consulate or trade mission somewhere near you in California. They would be able to provide the most accurate advise about sending your seeds to the UK.

The careless, accidental and in some cases even purposeful spread of exotics has been a plague on all our houses!

If you want to go the easy route, just be transparent about it and declare it as seeds and note the species on the customs form and on the seed packet(s). I suppose the most they would do is confiscate it and notify either the sender or recipient by letter if they should happen to intercept it because the species is not permitted.

Otherwise you would probably have to do a bunch of paperwork with permits and a phyto.
