any trouble with my Plumerias?

Hello,
was wondering if some one can advise if there is anything wrong with my Pumerias. One plant is blooming but has something white on new branches. See the 1st pics.
Checked the leaves but didnt find any bugs. Over-watering shouldnt be issue either as I pay attention to that. Summer is nicely warm these days, average temp. is around 86 - 95 F.

Then my Abigail seedling is 1,5 year old and has dark green - brown leaves. Is that normal? This seedling went dormant last year in June and woke up again 3 months ago. See the last pic.

Your trees look great! The white stuff is normal, and same with leaf color. I wouldn't do anything different! Some plumeria have reddish/brown leaves.
