Insects on plumeria blooms

I'm new to this forum. I need help with some issues I've been having with our Plumeria plants we've had for several years without many issues outside of whitefly. We moved the plants which are approximately 7 feet to an area under a red oak tree for the month of June because of of a new patio being built. Since we moved them back on the patio, we've noticed white fly, rust and some white crustation on top of the blooms clusters. Any blooms we've had have not really opened up and fallen off almost like they were pinched. I've done some reading & believe it to be thrips but not certain. I've spayed 2-3 times over the last week and a half both top and underneath side of leaves and clusters with a insect insecticide soap with seaweed extract that addresses whiteflies, mealybugs and aphids. Will this take care of the problem and will we have any flowers this year? Thanks for any help or suggestions!
