Mealy bugs on my plumeria! At least, i thinkk that's what they are, those little white fuzzy dots. My neem oil spray bottle from Organicide is clogged! I cleaned it out once, apparently it's going to keep clogging. I sprayed some on my fingers and spread it on leaves, i think they're still there. I have picked off some white specs, smushed something this morning off the underside of a leaf, and it left a milky sap so i wiped it off best I could. Also, i'm obsessing about white spots and i think I see some on the inflo! Help

p.s. I've had this cutting about 2 yrs. and I am so excited I'm going to get a flower!!
