Seedling help please

I received some seedlings from a friend. I put them in a towel overnight on the 12th. The next day, I potted one (it was falling apart), and the other four I floated in styrofoam. Nothing happened after a week, so I potted them. Since no ones seeds have germinated yet, me and friend talked and she was told to let the seedlings dry out a bit.

Below is a link to where I'm at today. My seedlings have been on a heating mat for about a week. I got the light the other day. I still need to hang it up, but I've been using it 12 hours a day. They're drying out.

I've been reading up on everything here. I've been misting it, but never sure what "moist" is compared to wet. I spray it in the morning, about a dozen times. It's dry enough that the perlite blows away when I mist it. I've also added ST to my water for misting, just to help it along.

Too dry? I've read about rot, but what does that look like? I know not to dig up the seedlings, but it's been 2.5 weeks. Too impatient?
