It is possible but I think it's a bit difficult. 9 months for the pods to mature sounds right. Hopefully Bill (Tdogdad) will respond to this post. He crosses a number of his plumies. Here's a couple links that might help.

I would to know the Trick of how to hand pollinate my Kolika Plumeria? I am new to do this technique I want to learn...Can some please tell me how?

I am new to pollination also, but I have done a lot of research and questioned some experts just recently...You can self pollinate a flower using fishing line or florist wire etc. by sticking it into the flower throat and attempting to dislodge the pollen from the anthers. The pollen needs to reach the ovaries in order to set seed. (see the link for flower anatomy in the earlier post)

I have been instructed to wait for the flower to be open at least a day or two to allow the pollen to fluff up and dry out (similar to how the pollen fluffs up on lily anthers after the flower has been open). This makes it easier to dislodge from the anthers. Once you have agitated the pollen via wire/fishing line, cut a straw and slip it over the flower base to protect the flower from getting knocked off. I have found its easiest to snip the flower petals off to do this. If you successfully pollinated, you should see the beginnings of a seed pod in a few weeks.

Cross-pollination is more difficult to do but can be done with some practice and a steady hand. There is a video that explains it very well IMO from the Valley of the Sun PS in Arizona:
