roots coming out of the pots!

have six plumeria in large pots...we put them there about a year ago after we got them. During the winter we pull them into the garage if the temps go below 50, but otherwise they are outside on a bed of mulch that runs along next to a concrete walkway. This has been a wet summer until about a week ago and the rains suddenly stopped; temps are HOT. I'm watering about twice a week, but today one plant looked particularly droopy (it's very windy and hot). I tipped up the pot and looked under...sure enough. Lots of roots coming out of the drainage hole in the bottom...I'm sure growing into the mulch/ground underneath. Anyone have any advice? Put in larger pots or just repot in the existing.....the plants 'should' be fine for this size pot...plants are about 3' tall, I'd say.
