I live in southern calif.....can I repot plumeria now..

If it is not blooming, yes. Make sure to give it superthrive or B-1 and water to ease the plant shock.

I have had some of mine blow over from a strong gust of wind and completly fall apart, then pick it up of the ground barerooted from the fall at this time, and still grow well after repotting...:-).
Personally, I think they are very strong willed to live, even after all the abuse...
I live in New England.. You have an advantage over me even more..

will the transplant shock the leaves on the plumeria....

If the plant goes into shock the leaves will wilt and sometimes fall off. This is why I usually transplant at the beginning of spring when there are no leaves and the roots are just starting up again.

I think the spring is the best time to repot because it is still dormant. I accidentally ripped most of the roots off my Plumeria "divine" in the spring (still dormant) while repotting, and other than comming up a little slower, it had no ill effects.
