My plumeria in Massachusetts

I received my plumeria 4 years ago. It has never flowered. It will need to come back in the house this week due to the cold nights. It is just showing signs of it's very first inflo (no more than 1/4 inch high at this point). Will that attempt to grow and bloom in the house in Oct/Nov? Or is the inflo starting to form for flowers in the spring? Should I continue to water and fertilize because of the inflo? Or should I just reduce the watering and let it go into a winter dormant period? I have no idea what is best for the plant. I so want to see it bloom! The tag said it is a Lei Rainbow.
