Lucky duck, that's a seed pod. How long has it been there? Usually they take around 6 months to mature. Save those seeds. Plumerias are special, the plants grown from seed usually look nothing like the parent plant. Watch a few youtube vids on how to grow them from seed. Usually the seed pod will open up once its a red color. Hope this helps
Yes, it is a seedpod but it will take 9 months to be ready. I have been lucky and have had at least 2 or 3 every year for the last 8 years but last year I had 8 so I was surprised and pleased. Some seedling do look like their parents and others are really different. It is like a couple that have 4 or 5 children, they all look different. Lucky you, Barb
p.s. My seedpods turn brown when they are ready even the ones that have been green for the whole 9 months. Here is a picture of one of the biggest ones I had with my grandson holding it.

Water normally and keep it out of frost. That will almost always kill a seed pod. I got one last year and we had a very rare frost and the thing turned mushy and fell off.
I don't know where you are but I am in So. CA and treat the ones with seedpods the same, I do not water them in the winter. All of mine are in pots and in the open and if they get rain that is fine but do not water after they lose their leaves. Barb
Barb is right. 9 months. When it starts to get close to opening. Put a knee hi panty hose over it and tie it off so when it opens you won't lose your seeds.
Or keep a very close eye on it. It will split when ready...
